What is the difference between a concept and a topic?

A concept is the basic building block of a course. Concepts include a variety of learning objects (both instruction and question items) focused around a granular idea and/or skill that students must learn. Course designers form the blueprint of a course by adding concepts that make up that course. Learning paths for a course are made up of these concepts, and students work through a course by completing concepts. By contrast, a topic is a larger grouping of content. A topic is a broad idea to which one or more concepts may be related. Unlike concepts, topics do not have a function within learning paths. Instead, they are used as a way for course designers to identify which concepts are connected thematically.
